Joe used to live on 3rd Floor Wilson Hall during his first two years at MSU, Aspiring to be just like his Resident Assistant Matt Justice. After Matt told Joe he was not yet ready to be RA and trained Reg Dwyer instead, Joe moved off-campus into a house with five other people.

Joe rebelled against everything he tried to emulate in Matt Justice and became a slacker. After his housemates got drunk during a Christmas trip up north and tried to put Joe into an insane asylum, Joe escaped back to Wilson Hall in hopes of redeeming himself and fulfill his destiny of becoming an RA.

Upon his RA election in the wake of Reg's murder, Joe used every method used by Matt Justice to whip 3rd Floor Wilson back into shape. He was only sidetracked temporarily when he attempted to win back the love of Laurie. This almost turned fatal for Joe and Bill, who was forced into helping Joe find Laurie, as they crashed their stolen Canadian F-16 jets into Spartan Stadium during the Michigan/Michigan State game.

Later that semester Joe was brought face-to-face again with Matt Justice when the deranged former RA threatened to blow up WIlson Hall. At first Joe did not recognize Justice, it had been three years after all. But he talked Matt out of detonating his bomb and became Justice's First Lieutenant after he was named President of MSU.
